Juhani Grossmann is Deputy Chief of Party for IFES in the Philippines, where he oversees the program directions focused on campaign finance monitoring and assistance to vulnerable population sectors, as well as the office’s administration and finance operations. IFES Philippines assists electoral modernization and reform programs in light of the upcoming 2010 nationwide election automation.

Between 2007 and 2009, Juhani headed an anti-corruption initiative implemented by Management Systems International, Inc. in Ukraine. The 10-million USD project supported over 150 Ukrainian NGOs in combating corruption through advocacy, watchdog, and public information activities, resulting in the adoption of over 90 anti-corruption reforms at various levels. It developed and maintained a support network for investigative reporters and conducted over 10 surveys per year to gain a better understanding of corruption trends. He coordinated the drafting of Ukraine’s first access to public information law, subsequently adopted by parliament.

Prior to MSI, Juhani headed Freedom House's programs in Ukraine, focusing on voter education and observation (fielding over 1000 international observers), public opinion research (conducting annual voter awareness studies), and NGO watchdog development (an intensive one-year training program for 15 NGOs).

Before joining Freedom House, Juhani worked for the National Democratic Institute’s office in Moscow, Russia, where he supported a coalition of NGOs to monitor the parliamentary and presidential elections and developed manuals on identifying and responding to election violations.

He holds a BA in Political Science from International Relations and MA in Conflict Resolution from Landegg International University in Switzerland and is currently completing an Executive Masters degree in Public Management at Hertie School of Government in Berlin, Germany. Mr. Grossmann speaks native German; fluent English and Russian; and has a working understanding of Ukrainian.
